How and where can I get the right Photoshop where I'll be able to work pon thwe pictures of mine of somebody's?

Personally, I'd reccomend PaintShop-Pro ver.9; but all of these pieces of softwware, (Painshop pro, Adobe Photoshop) work pretty the same, it would therefore be best to look for cheapest price….
You might be able to procure a cheap Student Edition of Photoshop.

I use serif photoplus, have never tried Adobe Photoshop.
However I think it's more a question of what you want to do and what you want to spend. If you just want to do basic stuff then there's some good freeware available online.
You could also try Pixia. It's not as versatile as Photoshop, but it's absolutely free.
