I'd have to assume it started development in 2013 as well. Most R&C games have a dev cycle of about a year or two if I'm not mistaken so this game should be very polished.
Speaking of which, before the official announcement at E3 2014 I vaguely remember someone finding out about the game early. It was before I joined the IG forums so I don't think anyone knew about it.

I was talking about Uncharted 4. The development of R&C for PS4 started about the same time as the film production startedin 2013 as stated by IG, but I don't remember where it was told.
Regarding the news on Thursday, Ratchet Blaster also interviewed Michael Bross (2nd time!) about the soundtrack. He said that the soundtrack for Metropolis (Aleero) is so beautiful, that it might be one of the best soundtracks for that planet EVER!
Surely this game is much better than the first
