Sujet : R&C3 level editor

I found this user on Youtube called "Eskimotuutti uya" and he seems to have created custom maps for R&C3 multiplayer including Snivelak from R&C2, the Phoenix from R&C3 and Torval from Gladiator. All with custom prop placements and geometry changes. Does anyone know if there's a tool out there for this or how he did this?

Uh, maybe he modded them using a computer? I don't know much about those kind of tech stuff.
