Maybe Cora is one of the bounty hunters that were going to haunt Ratchet down in Polaris in ToD, which were cut from the final game. So tachyon has sent her to Solana to find Ratchet. But instead of telling Tachyon that she found him, she actually befriends Ratchet and keeps him safe this way.

I thought that there were too many users online with all the news and stuff.

I have another theory: Tachyon owned the whole Polaris for quite some time, about since he made all the Lombaxes escape to another dimension. So, as the ryler of the galaxy he made everyone bow to him and wear his "symbol". In this way, it doesn't really affect the story.
But, Cora lives in Solana. Unless she migrated from Polaris or worked for Tachyon. But, it probably just a symbol. I also thought if she is actually good, she may return to Polaris as a renegade and joining the Free Polaris.
My other theory: she is Tachyon's soldier but got exiled to Polaris for some reasons.
