I don't like the Japanese version !
he frighten with its large black eyebrows and these eyes are strange, his green pants it's cool and for his voice and I don't know, I've never heard !

I think you might find some Japanese Ratchet and Clank clips and commercials on youtube or even here on this site to hear his Japanese voice. The voice of the Japanese version is done by a female actress who kind of sounds familiar to the Japanese voice of Naruto. But, I think in a Crack in Time, his voice was done by somebody else since Ratchet is all growing up now.

I believe you have to see more Japanese Ratchet to get used to his young voice and big eyebrows.

There are some people who wouldn't mind having this style of Ratchet. Even some would beg to see those enormous eyebrows on him in a skin one day. I bet these are the Anime/Japanese Crave fanatics (well perhaps half of them) that are begging for these crazy eyebrow nonsense.
