Qwark is human but thaey don't say that because than there is a human race, and we don't wan't that do we? So he is just an unnamed race that closely resembles humans… Face it IG is never ever gonna say "Qwark is human" we can clearly see he looks very human! Because of the while skin blonde hair goes too long without a shave and grows a beard! And has the human type shape (yea well cartoon human any way) he looks simmilar to Nefarious who might be of the same race? But I'd guess he is just a simmilar race. So really he is as close to human as anyone in the Ratchet & Clank universe is gonna get! Oh and Dan doesn't count because he is not a real character and is not even apart of thier universe, just an easer egg.
