No, even if you did make another account, you have to have the Playstation premium account, (Playstation Plus) to upload your files and save them online for backup.

I'm very sorry that nothing didn't work 
When my GC memorycard broke I lost savefiles for Super Smash Bros. Melee and many more. Back then I went to my nephew who also had a Cube. I just copied his savefile to mine and unlocked the left over characters. Is that possible with a PS3?
No.. Don't think so..
