I'm not quite sure how this confusion occurred, but no, you cannot reply to a quote if yours was the one before - hence, RatchetRuler could not have answered HeatherGrace's quote, because HeatherGrace had just answered RatchetRuler's quote, similarly, HeatherGrace cannot now answer Kubak's quote, because Kubak just answered HeatherGrace's quote, however, RatchetRuler can answer Kubak's quote, since a round of the game has been completed since he posted a quote.
I hope that makes sense.

Kubak's quote was the Plumber in ACiT when Clank notes that "That it Ratchet's Omniwrench"
That's right. No one's gonna beat you in this game, I'm sure 
RatchetRuler has a chance of beating me - especially since there have been quotes he's gotten that I haven't been able to; and since I might be entering part-time work at some point soon, there's high chance I'll miss a lot of quotes, meaning others will be able to catch up!
