Just asking him if can speak English and continue to use it here. In case he… can't actually write (or read) English. 
If he really wanted to talk in English around here, he could use Google Translate.
Apparently, this person would be an old French member who didn't use his account since two years. He left the community probably because he didn't appreciate its mind. As you explained to him before that he must write in english, I think he's only teasing us now.
However I'm not sure.
Just ignore him if he continues.
