If you had filled your profile with your birth date on, I believe a message would announce your birthday to your closest buddies privately. This will let members that you are close with to wish you a happy birthday.
If no one has wished you a happy birthday in the forums, then perhaps the people that cares about you the most like your family and closest friends is something you should wait to get a Happy B-day from.
