It's not accidental. I purposely search for glitches 
Ok, I just did the glitch where you climb up top the building on aridia to make the cutscene play. But THEN I went to Rilgar, and since I didn't have a hoverboard, Starlene said this:
I MEAN COME ONE! They must've have know someone was going to do that–why else would they create a line that was almost never gonna be shown!

Honestly, I think I just discovered the best glitch ever! Don't mind the blurryness: that's literally what happened in the game.
However, when I went to Kallebo, I actually could race without a hoverboard…
So, it probably tries to play all the cutscenes together and wonderful things occur!

I like how Clank was hovering over the ground and the infobot came to display the video 
I did the clips in reverse where I went to free skidd, then skidd's agent, and the same thing happened, but the hoverboard magical appears in Ratchet's hands. Next up: I think I figured out how to bring back Novalis from the dead!

That one is easy I think. All you have to do is go back to Veldin and try climbing to the part of the night only Veldin where the first dropship comes and the swingshots come up. Kill it and then change the difficulty and you will spawn in night Veldin with Clank, head to the garage and you will arrive on Novalis. Speedruns come find some nice things.

Well, I have a problem, everytime I return to Veldin, it's stuck at night with 2 grims. I'm wondering if the cutscene between Ratchet, Clank, and Elaris will also be at night.

Continuing my glitch hunt, I found out how to bring Planet Novalis back from the dead! After its destruction, Ratchet can glitch back to the blarg dropship platform on Veldin. Dying will immediately default night-time veldin.
Ratchet can now complete the mission a second time, meet up with 2 Grimroths, and play the cutscenes that sends him back to Novalis. In addition, I decided to be Qwark the whole time, since you can never be Qwark after Novalis blows up. I even went back to Veldin at night

Looks like we're gonna need to send you to IG to work as a bug & glitch seeker . Anyway, great find! I never got any weird glitches in my game.
